CNN —Russia has delivered military equipment to Niger that will provide the African country with the “latest generation of anti-aircraft defense systems,” Nigerien state broadcaster RTN said Thursday. The equipment arrived in Niamey on Wednesday along with 100 Russian military instructors who will install the system and train Nigerien soldiers to use it, RTN added. (Reuters) - Russia and Niger, under military rule since a coup last year, have agreed to develop military cooperation, the Russian Defense Ministry said on Tuesday. According to Russian news agencies, Russian Deputy Defense Ministers Yunus-Bek Yevkurov and Alexander Fomin met Niger's junta-appointed Defense Minister Salifu Modi on Tuesday. Niger's military council, led by General Abdourahamane Tiani, took power after ousting President Mohamed Bazoum in July 2023. Niger's junta-appointed Prime Minister Ali Mahamane Lamine Zeine has also arrived in Moscow. During the visit, Zeine intends to discuss widening a partnership with Russia in the areas of defense, agriculture and energy.

Nigeria supplies much of neighboring Niger’s electricity but cut off the power in response to the coup. All of the perishable food he was supplied with has since gone bad, and he is now eating dry pasta and rice. Nuland’s meeting Monday with senior coup leaders lasted more two hours, consisting of “extremely frank and at times quite difficult” conversations. CNN has requested comment from the French Ministry of Foreign Affairs and the French military.

This account of how Niger's coup unfolded is based on 15 interviews with Nigerien security officials, politicians, as well as current and former Western government officials. In his first address following the July 26 coup, Tiani said he had ousted the president for the good of the country. But in recent months, Bazoum had curtailed the size of the presidential guard, which was about 700-strong at the time of the coup, and started to scrutinize its budget. Issoufou was elected in 2011, a year after a previous military coup. CNN —The leaders of a coup in Niger are digging in their heels as they face a looming deadline from neighbors to give up power or face possible military action. President Bazoum’s election win in 2021 marked a relatively peaceful transfer of power, capping years of military coups following Niger’s independence from France in 1960. ECOWAS has shown a willingness to take action in cases where leaders refuse to relinquish power or when political crises escalate. The US and France consider Niger a critical ally and both countries have military bases in Niger. That kind of sentiment suggests that even if the stated goal is to restore democracy, a military intervention may not be welcomed across the country.

Bazoum also cautioned that foreign aid makes up 40% of the national budget – and it would not be delivered if the coup succeeds. ‘Determined, optimistic’CNN has not been able to independently confirm the conditions under which Bazoum is being detained in his residence. It has taken its hardest line yet with Niger, saying it had to show that it "cannot only bark but can bite". One of the demonstrators in Niamey held a placard that said: "Long live Niger, Russia, Mali and Burkina. France has between 1,000 and 1,500 troops in Niger, helping to fight an Islamist insurgency that has spread across the region. INTERVENTION PLANWest African defence chiefs meeting in Nigeria were due to conclude their discussions about possible intervention in Niger, although they have said this would be a last resort. The goal of the two-day meeting was to draw up a plan for an eventual military intervention to restore constitutional order, according to a statement from Ivory Coast's National Security Council.

U.S. officials have said cutting aid is a possibility if the military takeover continues. Per the report, U.S. law on foreign aid prohibits providing most aid where an elected leader has been deposed via a coup d’etat or decree. France and the European Union have already cut off financial aid, Reuters reported on Saturday (here). As of Aug. 2, there is no evidence Niger’s military leaders publicly said the United States should “keep their aid” in response to American threats to cut ties amid the African country’s military coup.

Nigeria cut power supplies to Niger, a Niger state utility document showed on Wednesday, while truckers in Niamey were stranded by border closures - early signs of fallout from the bloc's sweeping sanctions that Tiani described as "illegal, unjust, and inhumane." "The task of restoring democratic governance in Niger is fraught with potential hurdles and complications," said General Christopher Musa, Nigeria's Chief of Defence and Chairman of the ECOWAS Defence Chiefs. In a further sign of the mounting pressure on the junta, the World Bank on Wednesday suspended disbursements to Niger until further notice. Niger is the world's seventh-biggest producer of uranium, the radioactive metal widely used for nuclear energy and treating cancer.

Last week, Tiani, a general, used his position and manpower to do the opposite. "We cannot continue with the same approaches proposed so far, as it risks witnessing the gradual and inevitable disappearance of our nation," he said. CNN —US troops in Niger have been restricted to the American military base in Agadez, Niger, as the Biden administration works to restore democratically-elected President Mohamed Bazoum to power. A US military official said the approximately 1,000 troops were “retrograded” back to the base last week, shortly after Bazoum was seized by members of the presidential guard on Wednesday. “We’re working really, really hard to see if we can turn this around,” said a senior State Department official on Monday. But the Pentagon is engaging in “strategic patience as we monitor the situation and see how it resolves itself,” the military official said. The US has had troops in Niger for around a decade, mostly advising and training Nigerien forces on counterterrorism efforts.

The arrests confirm the "repressive and dictatorial" nature of the coup leaders, the party said in a statement, calling on citizens to come together to protect democracy. The arrests were announced a day after Chadian President Mahamat Idriss Deby arrived in Niger to try to mediate between the coup leaders and the ousted government. Yevgeny Prigozhin, the head of Russia's Wagner mercenary group, last week welcomed the coup in Niger, and said his forces were available to restore order.

Niger's military leaders warned against any armed intervention in the country as West African leaders are set to gather in Nigeria's capital on Sunday for an emergency summit to decide on further actions to pressure the army to restore constitutional order. Heads of state of the 15-member Economic Community of West African States (ECOWAS), and the eight-member West African Economic and Monetary Union could suspend Niger from its institutions, cut off the country from the regional central bank and financial market, and close borders. Niger's eastern neighbor Chad, a non-member of both regional organizations, has been invited to the ECOWAS summit, a statement from the Chadian president's office said on Saturday. The West African leaders could also for the first time, consider a military intervention to restore President Mohamed Bazoum who was ousted when General Abdourahamane Tiani was declared the new head of state on Friday. Ahead of the Sunday summit, the military leaders in Niger on Saturday night, warned in a statement read on Niger national television on Saturday night against any military intervention.

Niger is one of the poorest countries in the world, receiving close to $2 billion a year in official development assistance, according to the World Bank. It is also a key security partner of Western countries such as France and the United States, which use it as a base for their efforts to contain an Islamist insurgency in West and Central Africa's Sahel region. Bazoum has not been heard from since early Thursday when he was confined within the presidential palace, although the European Union, France and others say they still recognize him as the legitimate president. Niger is a key partner of the European Union in helping curb the flow of irregular migrants from sub-Saharan Africa. The United States has two military bases in Niger with some 1,100 soldiers, and also provides hundreds of millions of dollars to the country in security and development aid.
